Technical Investigation and On-Site Support for EPCOL Project Systems
This project involves the deployment of a dedicated technical resource to the EPCOL project site in Ras Laffan to provide immediate, on-the-ground support for troubleshooting and commissioning activities. The resource will act as the primary local point of contact, facilitating real-time communication between the site and off-site specialists. The focus is on diagnosing system faults, executing minor repairs under direct guidance, and providing detailed situational reports to enable remote expert decision-making. The goal is to minimize system downtime and accelerate the commissioning process by bridging the physical gap between the specialist's knowledge and the field equipment.
The scope of work for the on-site Engineer/Technician is defined as follows:
1. Technical Investigation & Troubleshooting:
• Perform initial diagnostics on reported system faults and communication errors.
• Gather data from field devices, control panels, and software interfaces using provided basic testing instruments (e.g., multimeter, network cable tester, loop calibrator).
• Execute troubleshooting procedures as directed by the remote specialist.
2. Specialist Communication Facilitation:
• Serve as the primary on-site liaison for remote specialists.
• Utilize the company laptop for real-time communication (video call, instant messaging) and data sharing (screenshots, data logs, configuration files).
• Provide clear, concise, and technically accurate descriptions of site conditions, error messages, and observed system behavior.
3. Minor Fault Rectification:
• Perform minor hardware fixes such as reseating connections, replacing faulty fuses, tightening terminals, or replacing pre-approved minor components (e.g., sensors, relays).
• Execute basic software tasks under strict instruction, such as rebooting systems, reloading configurations from backup, or running specific diagnostic scripts.
• All corrective actions must be pre-approved and guided step-by-step by the remote specialist.
4. Reporting and Documentation:
• Prepare and submit a detailed Daily Site Report.
• Maintain a log of all activities, observations, communication with specialists, and actions taken.
Upon completion of this engagement, the following tangible outcomes will be delivered:
1. Rapid Fault Identification: Accelerated diagnosis of system issues through professional on-site investigation and data collection.
2. Enhanced Decision Support: Comprehensive and accurate Daily Site Reports enabling specialists to make informed, data-driven decisions remotely.
3. Reduced System Downtime: Minimized delay in resolving minor issues through authorized on-site intervention, preventing the need to wait for a specialist to mobilize.
4. Effective Communication Bridge: A seamless and efficient channel of communication between the Ras Laffan site and off-site engineering support, ensuring instructions are clearly understood and executed correctly.
5. Formal Handover Dossier: A complete set of daily reports, activity logs, and a final summary report documenting all investigations, actions, and resolutions performed during the support period.
